Herr Balleatrem, President of the Reichstag,. in the ootirse of a speech delivered at a banquet held in honour of Emperor William's birthday (tha Kaiser was '47: years old on Saturday), urged the Chamber to pass a vote for additional armaments to enable "the nation to knook on the head any one lightly disturbing reace " He added that most of the Powers would not require that discipline if they only knew they would be beaten if neoessary by the first army of the world and a growing navy.
