THE MONROE DOCTRINE.
SPEECH BY SENATOR HODGE. Received January 26, 1.4 a.m. WASHINGTON, Jan. 25. Senator Hodge, in the Senate, in discussing Monroeism, said that tbe United States ought not to allow a foreign Power even [a temporary occupation on the American continent, and could not permit foreign Powers to ocoupy ports in the Carribian Sea, -which guarded tbe approaches to the Panama Canal. If San Domiueo were left in its present bad condition, the United States might be compelled to take it if only in order to prevent others from doing so.
