LONDON, January 16, Sir Henry Campbell-Bannerman, speaking at Glasgow, attributed Manchester's splendid performance and the unusual triumph for Mr Winston OhurobiU to the country's sweeping verdict given, not enly against the Government's failure to put forward a more straightforward soheme for tariff reform, but also against the feeble policy of retaliation, whiob was drowned for ever in the Manchester whirlpool. The Government intended to give greater security and freedom to farmers and greater access to the soil to labourers. Thus they would enable town authorities to levy rates on site values. Reports from the provinces show that the Unionists are undauntedly striving to stem the tide of the Liberal victory. The Daily News comments on the giant growth of Labour which is putting its whole force into action and altering for the first time the balance o! power in the United Kingdom. The Daily Chronicle dwelling on the same phenomenon concludes—"Liberalism and Labourism if united will prevail over reaction; if disunited they will succumb."

MR CHAMBERLAIN'S PLAN. "TAINTED WITH BARBARISM." LONDON. January 16. Speaking at Cardiff Mr Winston Churchill said that Mr Chamberlain's plan of establishing a great federation of States commercially walled off from the rest of the world would not lead to peace, progress or civilisation, but was tainted with barbarism.
