Many letters containing explosivoa bavo been sent to high oflloials in St. Petersburg. Two civil servants were killed in opeu'ng them. It is reported that a plot has been discovered iu St. Petersburg, eight artillery officers conspiring to blow up the Troitsky bridge, capture the fortresses, and release the prisoners. French bankers are to advance Russia £10,666,000 at per cent., plus 1 per cent, commission. THE GOVERNMENT'S ATTITUDE, A RADICAL CHANGE. THE ARISTOCRACY UNAFFECTED. Recoived January 13, 12.48 a.m. ST. PETERSBURG, Jan. 12. , A radical change is noticeable in the Russian Government's attitude towards the Liberal policy sines the revolution is apparently moribund. The Novoe Vremya, on Count Witte's behalf, proclaims that the manifesto of Ootober 30 in nowise affeuts tbe status of the aristocraoy. If the Duma attempts to meddle with the fundamental laws, the Empire will be dissolved. Owing to the franchise being widened from ten to flfteen-fold beyond the original limits by the ukase of December it is necessary to recompense the lists of voters by delaying the assembly of the Duma till the end,of April. An official Communique implies that any further strikes or disturbj ances will entail a fresh postponement. THE MANCHURIAN ARMY. 70 PER CENT. LOYAL. AN INSTRUMENT OF PACIFICATION. i Received January 13, 11.2 a.m. ST. PETERSBURG, Jan. 12. Count Witte declares that 70 per cent of the Manchurian army are loyal. He believes it will suppress the revolution and secure complete pacification.
