In view of the internal changes now taking place in China, and the possibility of American interests requiring protection, two additional regiments are proceeding to the Phillipines. Router's Pekin correspondent reports that China is negotiating a fresh agreement with Russia regarding northern Manohuria, especially respecting the limitation of military railway guards. THE MOROCCAN QUESTION. A GERMAN WHITE BOOK. Received January 9, 11.16 p.m. BERLIN, January 9. A German White Book, dealing with Morocco, has just been issued. It is considered conciliatory. Germany claims complete independence for the Sultan and the integrity of Morocco, economic freedom for all, and the internationalization of finance, army and police save on the Algerian frontier.
