THE FREIGHTS CONFERENCE.
EFFECTS OF THE REBATES. Received January 4, 10.23 p.m. LONDON, January 4. The Freights Conference found that rebates gave a monopcly of the carrying trade between Britain and South Africa; that the British manufacturer was deprived of the advantage of an open market in the freight trade and was driven to the United States whence freights were lower. A draft Bill is to be submitted to the Imperial Government showing the basis of the proposed legislation in South Africa. It protects the small shipper and prohibits rebates in rates, freight and discrimination in any form.
