BISMARCK'S RESIGNATION.
The resignation of Prince Bismarck, the German Chancellor, is at present the subject of the hour in all the European capitals. His inability to control the foreign and domestic policy of the German Empire since the accession of the present Emperor is looked upon as the cause of his retirement. The recent disposition on the part of the Emperor to institute labour reforms and thus conciliate the Socialists has proved too much for the autocratic spirit of the man of " blood and iron." The Emperor hopes to conquer the democracy, after satisfying thft just aspirations of the working classes ; but Bismarck is entirely opposed to the Emperor being brought into closer contact with the people. His inability to conciliate the Windhorst or Clerical Party, the reviving influence of the Dowager Empress Fredericka, as well as the obstacles set up to defeat the an ti- Socialist Bill, upon which he had his heart are also said to have influenced him in his decision. It is stated on authority that Herr C&privi, late chief of the Admiralty, has been appointed to succeed the veteran Chancellor,
