REPRESENTATION IN NEW ZEALAND.

The " Australasian" has an article on the failure of the Government to carry its propoßed introduction of Hare's system of representation into effect ia New Zealand. It says ; — The first attempt to introduce Hare's election system, into New Zealand has been baffled by a combination oi members, who were afraid that it would squeich the "local man," who gets elected through promising to work for the town or district first and the colony afterwards. It was proposed to divide New Zealand into four or five electorates, which would be too large for any one to canvass, and it was hoped that the consequence would be the return of none but well-known and esteemed public men. The present system works anything but well, in any of the colonies ; men are elected to Parliament In considerable numbers who have made no name for themselves in callings where ability and character tell. In the case of not a few members of the Legislative Assembly of Victoria, the £300 a year they receive from the State is the highest income they have ever earned in the course of their lives, and they* keep their seals boe&nsa their elerarneas coosisb in getting Ministers to put votes for roads and bridges on the Estimates, and to grant small boons to individual electors. " A good man for the district " never means a capable legislator ; it means a representative successful in begging and huckstering. While, however, the constituencies find such representatives useful to them, such representatives will win the seats as against candidates who have merely intelligence and fitness for Parliamentary duty to recommend them. The habits of the people cannot be changed by merely changing the form of elections. Hare's system is perfect in theory, but when put into practice it would bring new abuses into existence. We should have the candidates chosen, as in America, by committees and conventions, instead of by the people. Where distinct parties existed— and ' such parties ars now crystalising in New Zealand — each would submit its ♦'platform" or "ticket" to the electors, and only candidates whose names were on the ticket would have a chance of being elected. The side with the best organisation would win.
