THE NEXT NAVAL WAR.
English people hardly realise the eiiormous difference to themselves between the next great naval war and all preceding contests. When they fought Holland, Spain, or France, when their merchant ships had to be conveyed by men-of-war, their commerce was not one- fiftieth of what it is now. The supplies of food were nearly all home grown ; very little wheat was brought from Europe, and none from India or America. The foreign meat trade was very restricted, and the foreign cattle trade did not exist. Now half the bread supply comes from beyond the sea; enormous quantities of butter and eggs are imported; and the meat trade is assuming vast proportions. Fast oruisers belonging to the enemy would lurk in every port of the world, to intercept English ships, and what they could do was indicated by the success of the Alabama. These new depredators would have to be met by the multiplication of armed omisers to chase them from sea to sea, and what is required is some system that will enable the Admiralty to lay its hands at 12 hours' notice on all the magnificent ships whose services England can command.
