LAWRENCE TOWN COUNCIL.

The usual fortnighly meeting of the Lawrence Town Council, adjourned from Monday, was held on Tuesday evening. Present : the Mayor and Councillors Hay, Hill, Meyer, and Hayes. The minutes of the previous meeting were read and confirmed. The correspondence was denlfc with as follows : — Letter from H. Bastings expressing, his willingness no resign his position as trustee of the cemetery. Received ; from J. Mouat stating that he resigned his trusteeship .of the cemetery in 1867. — Received ; from Downie and Detert asking for an advance of LI OO on their contract. — Received ; from A. Fraser in referenc to the tender for gravelling Kilmarnock-street. — Received. The Town Clerk was instructed to write to Mr. Fraser and inform that gentleman that, unless he signed his contract within 7 days, fresh tenders would be called for the work. The Inspector of Works reported that j Messrs. Downie and Detert had performed work to the extent of LlOl, and had a j lot of stone and screened gravel on hand. The application of the contractors for an advance was referred to the Finance and Public Works Committees Mr. J. C Arbnckla wrote asking the intentions of the Council with respect to the erection of weighbridge, and asking if he erected one if the Council would grant protection. Cr. Hay moved that the resolution carried by the Council some months ago, relative to procuring a weighbridge, be carried into effect without delay. Or. Hill seconded the motion, suggesting that a weighbridge be got from Mel-

bourne, or that Kincaid, M'Queen, and Co. make one, The Mayor said the Council should be very careful as to the kind of weighbridge they obtained, as some startling inaccuracies had been discovered in those in Dunedin. The motion was carried, and the Publio Works Committee empowered to act in matter. - j The following accounts were referred to the various Committees : — T. Barnett, L 5 3s. 6d. ; J. Buckley, L 8; G.G.Q,M. Co., LI ; W. Meare, LI 10s. ; « 4 Tuapeka Times," L 3 135. ; Herbert and Co., LI2 4s. 6d. R. W. Nicholl's account for LlO 10s. was ordered to lie on the table. ! The Finance Committee'sreport, stating ■ that payments to the extent of Lls 13s. had been made, was received and adopted. Cr. Hay moved that Mr. Nicholson be asked to sell to the Corporation his large map, and be requested to name a price. Or. Hill seconded the motion, and it was carried. The standing orders were suspended to allow Cr. Hay to move certain resolutions. Cr. Hay moved that 6 lamp-posts be provided, and that tenders be called for the supply and erection of same. Cr. Hill seconded the motion, and it was carried. Cr. Hay gave notice that at next meeting he would move : " That the next meeting of the Council be a special one, for the purpose of considering the following resolutions :—l.: — 1. That, in the opinion this Cbuncil, the time has now arrived when it is desirable to raise a loan ; 2. That fifty debentures of LIOO each be placed in the market, to be applied for by tender on or before the 31st day of June, 1873, to have a currency of twenty years from the date of isaue, and to bear interest at the rate of 6 per cent, per .annum, payable half-yearly, at Lawrence or Dunedin ; 3. That the interest on the loan be a first charge upon the rates, and the debentures to be redeemed by a sinking fund invested by trustees appointed by the Superintendent ; 4. That the money expended in water works, drainage, formation of new streets, the erection of a town hall, and the redemption of out-standing debentures." Cr. Hill thought the Council should borrow LIO,OOO instead of L 5.000, as proposed by Cr. Hay. Cr. Meyer pointed out the annual interest on LIO.QpO would take about L6OO "»t of the rates. "^Qr. Hayes said, before borrowing, they shojald Bee that the money was to be expended in r^gsoductive works. Tsk Ma^e^concurred in what had fallen from Cr. Hayes. Cr. Hay moved that the Blue Spur miners te requested to immediately take steps to prevent any further damage being done to the properties in Ross Place by their tailings. He remarked, if tailings continued running as at present, many thousands of pounds damage would inevitably occur. The Blue Spur people could either build a dam up the gully or cut a ohannel to take the tailings clear of the town. He thought, as the Blue Spur people had taken no Notice of the previous communication, the Gorperatit.n Solicitor should write to them. Cr. Meyer seconded the motion, and it was carried. The report of the Committee of the whole Council was read and adopted: It recommended thai the Trustees of the Cemetery be asked to resign, with a view to the management being vested in the Town Council; thatthehourof theConncil meeting be changed from 8 p.m. to 7 p.m. The Committee also reported that during its sittings they had a petition from the residents in Ross Place, complaining of the tailings and water encroaching npon their properties ; that the Public Works Committee were recommended to take action to prevent the continuance of the damage complained of ; and that the Town Clerk wrote to the Blue Spur shareholders, requesting them to take steps to | abate the nuisance. The Public Works Committee were instructed to plant quicks on the reservoir fence. Cf. Hayes moved that about 5 chains of Oban-street be gravelled. The motion was seconded by Cr. Hill, and the Public Works Committee instructed to carry out the work. On the motion of Cr. Hill, seconded by Cr. Hayes, it was resolved that for the next four months.the Council should meet at 7 o'clock p.m. The Conncil then adjourned.
