June 24 The Congress of International Chambers of Commerce has opened. Mr van Yilissingen, in his presidential address, said that the world’s economic conditions were worse than two j’ears ago. As long as the foundations of world trade were not restored they could not have confidence in the future. Sir Arthur Balfour and Mr Yosaburo Tto agreed that Japanese competition in the world markets promoted general wealth Mr Ito explained that her export trade was vital to Japan, where the livelihood of 70.009.000 people depended on the importation of raw materials. Moreover Japan could pay her creditors only by her exports. All countries desired the opening up of new markets, which was attainable by allowing Japan to increase her wealth through importation and to become a great buying country.
