A SECOND TERM.
Mr Howard Again Chairman of Harbour Board. DEPARTURE FROM RULE. Departing from a rule that has been in force for some years, the Lyttelton Harbour Board at its meeting this morning re-elected the retiring chairman, Mr E. J. How’ard, M.P., for the coming year. The nomination was made by the last deputy-chairman, Mr W. K. McAlpine, who, tinder the system just abandoned, would have been elected chairman almost automatically.
“ I am of the opinion,” said Mr McAlpine, “ that the rule of appointing a new chairman each yoxr should be abandoned. In such a position, the chairman is just getting to the point of maximum service when his first year is ended. There is a lot to grasp in the job, and it is not fair to the public or to the board that a chairman, after serving one year and gaining a thorough grip of the position, should be forced to stand down.”
Mr McAlpine paid a high tribute to the ability and fairness that Mr Howard had shown during his term of office, and said it would be far the best thing to elect Mr Howard for a second term.
Mr H. Holland, M.P.. seconded the motion. He appros-ed of Mr McAlpine’s sentiments, and said that in view of the great interest taken by Mr Howard in promoting the tourist traffic of the South Island, to take one example only, his term should be extended.
Mr W. J. Walter said that it had been decided to make the office rotate each year, and it would be unfair to postpone the term of those who had yet to hold office. lie nominated the deputy-chairman, Mr McAlpine, according to precedent, and the nomination was seconded by Mr W. G. Gallagher, who held office before Mr Howard.
Mr McAlpine said he would not show discourtesy to his nominator and seconder by declining nomination, but. nevertheless, he asked the board to vote for Mr Howard.
In a ballot. Mr Howard was appointed by ten votes to four.
Mr McAlpine was again elected deputy-chairman, Mr R. T. McMillan declining nomination by Mr Walter.
“ I am astonished,” said Mr Howard. “ but I feel highly complimented, and shall continue to serve to the best of my ability.”
The chairman’s honorarium was fixed at £2OO
