The Berlin correspondent of 44 The Times” states: “A semi-official diplomatic commentary reveals uneasiness in responsible German opinion regarding developments in connection with the Stresa conference. “It complains of an unreasoning armaments panic, and asks whether the realisation of German equality, which the nations accepted in its early stages, must destroy all possibilities of understanding and co-operation. 4 lt denies that Germany is excluding herself from a system of collective security, as she accepts Article I- of the League Covenant, ensuring c £ m ' mon action against a peace-breaker, although she does not believe in nuhtary alliances as a method of forestalling an aggressor; and adds that tins should enable an agreement to e made offering greater security a because it gives special advantages to none.”
