Developing Mandates for Industrial Purposes. United Press Assn.—By Electric Telegraph—Copyright. TOKIO, January 8. The Governor of the Mandated Islands, Mr Hay-ashi, who arrived to attend the Diet, commented on the reports that Japan is establishing an air line to the islands as well as creating naval bases. He said: “It all boils down to one air field, which is now practically ready’, and which is usable by aeroplanes for locating schools of fish and j for gathering information for the fishing fleets. The region is one of the world’s five richest fishing grounds, / which the Government plans to develop fully’ into a great industry.” He added that other air fields would • soon be established, thus enabling the' introduction of inter-island commercial air services. An air service to Japan was contemplated, but would be established much later. It was true that Japan was spending much money’ on the islands, but this was purely industrial and mostly aquatic. He declared that the stories of the fortifications of naval bases were absolutely untrue. The islands were alway-s open 'to bona fide visitors.
