Gradually Whittled Dawn, Says N.Z. Speaker. United Press Assn.—By Electric Telegraph—Copyright. SYDNEY 7- , December 4. Mr W. P. Endean, M.P. (Now Zealand), addressing the Constitutional Association, contended that the spirit of the Ottawa Agreements had gradually been whittled down by the actions of certain dominions in connection with arrangements with foreign countries. He said that the spirit of Hie agreement was: The British farmer first, the Dominion farmer second and the foreign farmer third.
