Independents Hold Balance on Council. FIRST PREFERENCES COUNTED. United Press Assn.—By Electric Telegraph—Copyright.; (Received December 4, 11 a.m.) SYDNEY, This Day. The City Council elections were held yesterday and when the counting of the first preferences ceased at midnight it appeared that the Council would be composed as follows: Seats. Reform Aldermen . 10 Labour 8 Independents .. 2 The Lord Mayor, Mr Parker, an Independent. who was placed number one on the official Labour ticket in the Gipps ward, where Labour had no official candidate, seems to be assured of election. The position is likely to be much the same as in the past year, when the balance of power was held by the Independent, Mr M’Elhone, who also has been re-elected.
