PROGRESSIVE NAPIER.

Beautification of Marine Parade. Per Press Association. NAPIER, October 2. Having the support of the Thirty Thousand Club and other organisations, the Napier Council last night decided to complete the central feature of the Marine Parade beautification scheme, as the first portion of a major plan which it is proposed to carry out during the course of the next twenty-five years. The present work, costing £IOOO, will be complete by Christmas The council also decided to conduct a carnival commencing at the time of arrival of the Duke of Gloucester on December 19, marking also the jubilee of Napier, which actually falls at the end of November. The carnival will extend until Boxing Day. The council also finally approved of plans for the development of 478 acres leased from' the Harbour Board and brought into the borough for the purpose of extending residential areas. Final confirmation by the Harbour Board is awaited. Captain li. White-Parsons, harbourmaster at Napier, has received advice that the Lords of the British Admiralty have decided to present him with one of the bells of H.M.S. Veronica as a permanent memento of the assistance rendered by him in connection with the passage of the Veronica from the inner harbour at Napier after the earthquake in 1931.
