Notes and Comments from . Parliament. t CUSTOMS BILL DEBATE. (Special to the “ Star.”) WELLINGTON, August 22. Parliament began to-day its fourth discussion this session on tariffs. In moving the second reading of the Customs Bill, Mr Coates confined himself to interpretation of the changes in Customs law. Mr Savage’s speech was more in the nature of an economic argument, urging increased purchasing power for the people. Then the discussion centred on the wheat and flour duties, Mr Wilkinson leading the attack, and Mr Kyle being in the van of the defence. The only other outstanding speech in the debate was that of Kir *Downie Stewart, who devoted his time principally to an attack on the increase in the exchange rate, which was the cause of his resignation from the Ministry. Tobacco Industry. Following closely upon the announcement of the Government’s intentions regarding supervision of the tobacco industry in New Zealand, a long conwas held this afternoon between the lion R. Masters and representatives of the growing interests. The discussion was of a preliminary nature, and will be followed by a conference between the Minister and representatives of the manufacturers. Later still the Minister will meet delegates from both sides in conference, preparatory to the formulation of the legislative proposals which are to be submitted to Parliament this session. Gaming Bill. In the Legislative Council this afternoon, the Hon E. Davis gave notice of r his intention to introduce the Gaming j Amendment Bill, providing for double • totalisator and publication of divi--1 dends. _
