Russian Envoy Arrives at Geneva. United Press Assn.—By Electric Telegraph—Cop/right. LONDON, May 19. M. Litvinoff. Russian Commissar for Foreign Affairs, arrived at Geneva today, and had a long conversation 'with M. Louis Barthou. French Foreign Minister. They discussed disarmament, relations between France and Russia and the possibility of Russia’s entry into the League of Nations. The Geneva correspondent of the Daily Mail” says: “The unexpected appearance at Geneva of M. Litvinoff caused a sensation in diplomatic circles. It may be a turning point in European relationships. One reason assigned for M. Litvinoff’s visit is Russia s anxiety to avoid the breakdown of the Disarmament Conference ' by submitting a proposal for a mutual j security pact.
