Chinese General Resigns His Command. COLOMBO. April 27. General Tsai Ting Kai, who was the hero of the Chinese defence of Shanghai against the Japanese, did not wish to say anything when he was shown Japan’s “ Hands off China ” declaration, and declared that he confidently awaited Geneva’s reply. “No nation could defy the world. Is this bluff?” asked the Special Representative of _ the “ Herald.” He replied, “ The world knows it.” General Tsai Ting Kai disagreed with the Nanking Government, resigned his command and repudiated and left China. He intends to study the battlefields of Europe and the tactics of Foch.
