After prolonged detention and trial, sentence on fiv*> German and Russian pirates, at Dairen, has been nfpende.d ©ending diplomatic negotiati- os initiated by the German Consul. It is not disputed that they captured the steamer Shengan. murdering many Chinese with excessive brutainv. but the Consul holds that Dairen has no iurisdiction regarding crime on 'he high seas. Much comment has been aroused by the alleged dreadful detrnoration of the men’s physical condition while in a Japanese prison.
