Heavy Downpour Occurs in England. British official Wireless. RUGBY, January 13. 'I he first real break in the prolonged period of drought in England occurred on Thursday night and early yesterday morning when a south-west gale brought the heaviest downpour of rain experienced for several months. At Dynichurch, near Folkestone, sand which had been carried into the air by the winds, fell with the rain and coated houses with a wet deposit.
