r FHE QUESTION whether a local body is x fulfilling its duties to its ratepayers by making a donation to a fund for a memorial to the late Mr H. E. Holland, the Labour leader, was discussed at a meeting of the Papakura Town Board. The political aspect was not touched, but Mr D.
