British Parliament Grants Government’s Request. LONDON, April 7 The House of Commons passed the third reading of the Russian Embargo Bill by 291 votes to 41. The Foreign Secretary, Sir John Simon, in closing the debate, expressed the hope that the powers conferred on the Government to prohibit imports from Russia would not have to be used. That depended on the Russian authorities. Sir John Simon trusted that this act, conducted in the light of day before the world, would bring home to the Soviet the gravity with which the British Government regarded the situation brought about by the arrest of the employees of Metropolitan Vickers on charges of sabotage. The Government was not pursuing a selfish, vindictive, incorrect course. It merely was trying to help the imperilled Englishmen.

Bv 291 votes to 41 votes the committee stage of the Russian Imports Bill was passed by the House of Commons and the Bill was read a third time. On a Government motion it was recommended to limit the duration of the proclamation to three months.
