DOMINION AND OTTAWA AGREEMENT. British Discontent. MANUFACTURERS WANT FAIR COMPETITION. United Press Assn.—By Electric Telegraph—Copyright. (Received February 22. 2.15 p.m.) LONDON’, February 21. Answering a question by Mr G. Mander (National Labour) in the House of Commons, Mr J. H. Thomas (Secretary of State for the Dominions) said that the Ottawa agreements provided that Australia and New Zealand should reduce or remove their primage duties as soon as it was financially possible. Australia already had removed the duty on thirty-five items. Air Mander: Is it a case of New Zealand actually raising her primage duties from 3 per cent to 56 per cent? What is Mr Thomas going to do about it? Mr Thomas asked that notice should be given. Mr Mander asked whether Mr W. Runciman (President of the Board of Trade) was aware of British manufacturers’ dissatisfaction at the Commonwealth's failure to carry out the terms of the Ottawa agreement and give them an opportunity for reasonable conpetition. Dr E. L. Burgin (Parliamentary Secretary) replied that the Commonwealth Act confirming th eOttawa agreements had been passed on December 2. The British Government was now in communication with the Commonwealth with reference to the method of giving effect to the agreement. Dr Burgin. replying to Mr C. U. Peat (Conservative) said he was not .satisfied that it would increase the use of British shipping if it were made a condition of preference by the Dominions that goods should be carried in British ships. Such a course might injure more than help Britain. Mr Thomas, answering a question, said that the total of emiprants in 1913 to Australia, New Zealand. Canada, South Africa and Newfoundland was 272,804. The average for the ten years 1920-30 was 105,029. The total for the first nine months of 1932 was only 8726. These figures clearly demonstrated what a tremendous influence on Britain’s unemployment figures the prosperity of the Dominions might mean.
