Mr T. V. Soong, Chinese Minister ot Finance, addressing the Central Executive Committee of the Kuomintang, stated that in spite of the world depression. the slump in silver, which had largely increased the amount payable as interest and amortisation of foreign loans, the non-remittance of revenues from Manchuria, and other drains on the national treasury, China was able to balance this year’s Budget.
