Mr Hoover’s Plan to Stop War in South America. United Press Assn.—By Electric Telegraph—Copyright. WASHINGTON, December 19. President Hoover is considering sending a special message to Congress asking for authority to declare embargoes on shipments of arms to countries where threatened or actual hostilities exist. A specific reference is not made to any particular country, but it comes at a time when the Administration is co-operating with Mexico, Cuba, Colombia and Uruguay in efforts to pacify Paraguay and Bolivia in their undeclared war over territorial claims in the Gran Chaco.
