The Paris correspondent of “ The Times” says: Persistent reports that the German Government is about to reopen disarmament negotiations with the English and French Governments are causing renewed anxiety. “Le Temps ” argues that there is no judicial ground for the German claim for equality of armaments, or the restoration of he- former colonies, adding that each time Germany has received concessions she has embarked on a new series of demands.
