CAPTAIN VON PAPEN, the German Chancellor has accepted the principle of making a final payment in lieu of reparations, such payment to be made only when normal conditions are restored in Germany. The bureau of the conference will consider fixing the period of suspension and also the conditions of the Government payment and the amount to be paid.
