Within the Washington 10,000 tons limitation, France has built a remarkable cruiser, the Algerie, which is being launched at Brest to-morrow. It has one funnel, one mast, and two seaplane catapults, and its" decks are specially protected against bombs. It has eight eight-inch guns.
