In 1580 Queen Elizabeth appointed officials to stand at street corners, armed with shears, and clip the ruffs of such ladies as presumed to imitate the height of her Majesty’s neckwear. They were also to snip short the rapiers of any gentlemen who wore 'them unduly long.
