DEADLOCK AT SHANGHAI
United Press Assn.—By Electric Telegraph—Copyright. SHANGHAI, March 12. The efforts of the Peace Conference have reached a deadlock on account of the Chinese insistence on the unconditional withdrawal of the Japanese from the occupied area. There has been some minor skirmishing in some of the outer points. The Mayor of Shanghai, General Wu Teh-chen, has resigned. The resignation is due to a conflict of opinion between Chinese factions after he had promised that the anti-Japanese agitation would be ended. Peace prospects are hourly growing remoter.
