FINANCIAL POWERS.
Compulsory Loans have not Been Considered. MR FORBES’S DENIAL. (Special to the " Star.”) WELLINGTON, January 20. Compulsory loans are not in the Government’s programme; they have not even been discussed. When the date of 'the coming session was announced certain newspapers, speaking of the probable legislative programme of the Government, stressed so strongly the references of Ministers to the importance of giving Cabinet wide emergency powers in regard to finance that an impression was ereated that the war time precedent of compulsory loans would be revived. This suggestion, when referred to the Prime Minister, was at once contradicted. “We have never considered the question of compulsory loans,” said Mr Forbes. “This has not been one of the things to which thought has been given by Cabinet in connection with the problems on hand. If thei;e is such an impression prevailing, it certainly cannot be based on any ministerial statement.”
