United Press Assn.—By Electric Telegraph—Copyright. (Received August 17, 11 a.m.) WASHINGTON, August 15. The Farm Board’s proposal to destroy cotton appears to have been rejected b ythe southern Governors. A cable from Washington dated August 12 said: The Farm Board has taken drastic steps to stabilise cotton prices. It telegraphed to fourteen Governors of cotton-producing States urging them to lead a movement to abandon much cotton now growing, and thus eliminate the excess which threatens direct disaster to the cotton-growing States. The board suggested that every third row of cotton should be immediately ploughed under.
