United Press Assn.—By Klectric Telegraph—Copyright. SHANGHAI, August 15. The populace are evacuating Hanj kow, where the flood has risen eighteen inches in a single day. There is now 15ft cf water in the Chinese quarter and 10ft in the former British concession. A number of buildings collapsed, including one owned by Japanese, in which 100 refugees on the roof were thrown into the water. The majority were drowned. Numerous dykes have collapsed owing to the strain of the flood waters. It is reported that 30,000,000 bushels of surplus American wheat are coming to assist the victims. It has been consigned to the Chinese Government on a long-term credit.
