MR HOOVER PREPARES WAY FOR WORLD PEACE. United Press Assn.—By Electric Telegraph—Copyright. (Received July 13, 11.30 a.m.) WASHINGTON, July 12. President Hoover has formally accepted on behalf of the United States the invitation of the League of Nations to attend the Conference on World Disarmament at Geneva on February 2. The President indicates that he is planning a message setting out his views for a progressive programme of reduction of land and sea armaments. He will give an assurance that America is not disposed to hold European nations to payments of debts which they lack the capacity to pay, but will insist on placing them in the position that they cannot convincingly plead incapacity to pay if they fail to reduce armaments. • leaders of the Republican Party expect to win the next Presidential election on this policy, which will be pushed to its furthest limit during the coming year.
