WARRANT TO ARREST CARNERA IS ISSUED.

FAILURE TO UNDERGO MILITARY TRAINING. (United Press Assn.—By Electric Telegraph.—Copyright.) (Received June 17, 1.30 p.m.) PARIS, June 16. There appears to be no doubt that, when seeking work in France, he became naturalised, despite his protestations on his recent return home that he was an Italian and would remain an Italian.
