COMPLAINT ABOUT STOCK NUISANCE.

HIGHWAYS BOARD SENDS A LETTER TO COUNCILS. The Kaiapoi Borough Council_met last night; present—the Mayor (the Rev W. H. A. Vickery), Councillors A. E. Brown, F. Thorne, J. W. Barnard, M. Ramsay, R. J. Dunn, J. D. Williams and A. S. Palmer. The chairman of the Main Highways Board, Wellington, wrote advising that complaint had been made to the board of the danger which existed on account of straying stock on main highways, and stating that it had been suggested that traffic inspectors be given power to impound cattle, or that they be instructed to get into immediate communication with either the poundkeeper or the police with a view to having the cattle impounded. _ Messrs Murchison and Wood, solicitors, Christchurch, wrote applying under Section 69 of the Rating Act, 1925, for a refund of half rates on the property in Hilton Street owned by Mr W. Eddy. A refund of half rates was granted. Discontinuance of No. 5 Scheme. The Mayor, in referring to the discontinuance of the No. 5 scheme, stated that at present eighty-five men were registered who had no work to go to, and sixteen men had been sent to Eyrewell. It was possible that, with the end of the freezing season and the finish of the potato-digging, the number of unemployed in the district would reach 100, a very serious position for a small borough. It was decided to forward the following resolution to the Government: “ That this council, recognising the value of the No. 5 scheme as a means of relieving in some measure the stress of unemployment, sincerely regrets its suspension, and urges the Government speedily to consider and adopt measures by which assistance may be given to the large number of workers depending solely on relief work for their sustenance.” The tender of R. J. H. Miller for the supply of 300 yards of shifigle at 4s U)d per yard was accepted. It was resolved that all consumers of electric light being in arrears of payment be disconnected.
