The newspaper adds that the Governments concerned have brought needless trouble on themselves by the secretiveness and clumsiness of their procedure, and the situation created is that of the pre-war days. It might easily become dangerous as it is. There is ample .machinery for deciding whether the agreement conflicts with treaty obligations.
