WHAT WILL IT BE?
THE ANNOUNCEMENT that an electoral reform Bill .will be introduced in the House of Commons before Christmas gives point to the discussion between Sir John Simon and Mr Lloyd George, the two leading Liberals of the day, regarding the nature of the reform which Mr Lloyd George has forced upon the MacDonald Government. It will be interesting to see whether Mr MacDonald favours proportional representation, of which he was one of the foremost champions, or whether he has compromised on preferential voting for single constituencies. Sir John Simon denounces this system on account of the consequent increase in electoral bargaining, but there is no doubt that half a loaf is better than no bread, and the application of preferential voting to New Zealand electorates, for instance, would at least put an end to the worst-forms of minority rule, although it would not serve the valuable purpose of granting minority representation.
