r T'HE DECLARATION of the Council of Christian Ministers in England that no charitable need justifies the resort to gambling has implications that might be termed extra-moral in their significance. In the increasing tendency to countenance an evil that good might come, the promoters of art unions and sweepstakes for hospitals and other institutions that depend on donations, overlook the fact that the encouragement of giving or gambling in the hope of reward will eventually kill the impulse to unselfish charity. Reliance on income tickled from the pocket discounts the value of straight-out giving. The cause is not bettered, and virtue is only harmed.
