TOO MANY PRISONERS AND NOT ENOUGH GAOLS.
DELHI, October 20. The Government of the Bombay Presidency are faced with the problem of accommodating more than 5000 prisoners who have been sentenced for civil disobedience during the last few months. At present there are 200 convictions a day in the Bombay city area, and the gaols are rapidly becoming overcrowded. The new concentration camps and the temporary gaols are all filled. The Government are likely to follow a scheme adopted by the Governments of Punjab and Assam, and discharge ordinary convicts who have been sentenced for trivial offences in order to make room for political offenders. Under the scheme 2000 convicts have been released who have served half their sentences, and had an exemplary record in gaol.
