OBLIGATION IS ON CITY SHOPKEEPERS.

PAVEMENTS MUST BE CLEARED OF SNOW. Under the Christchurch City By-Law, No. 1, an obligation is imposed on the occupiers of premises fronting, adjoining or abutting on to any street, to remove snow from the footways and pavements adjoining such premises. The matter is dealt with in clauses 369, 370, 371 and 372 of the by-laws, which read as follows: 369. The occupier of any premises fronting, adjoining or abutting on any street shall, as soon as conveniently may be after the cessation of any fall c-f snow, remove or cause to be removed, from the footways and pavements adjoining such premises all snow fallen or accumulated on such footways and pavements. 370. Every person who shall remove any snow from any premises shall deposit the same in such manner, and with such precautions, as to prevent any undue accumulation thereof in any channel or carriagewav, or upon any paved crossing. 371. If in the process of such removal any snow be deposited upon any footway or pavement, such snow shall forthwith be removed from such footway or pavement. 372. Every person, who, for the purpose G-f facilitating the removal of any snow from any footway or pavement, shall throw salt upon such snow, shall forthwith effectually remove from such footway or pavement the whole of the deposit resulting from the mixture of the salt with the snow.

An officer of the City Council stated to-day that most business firms removed snow from the front of their premises without being requested to do so by - the council, but the by-law existed for the purpose of dealing with the situation should the necessity arise. Most people were unaware of the existence of the by-law owing to the fact that heavy falls of snow in the city were of rare occurrence.

HANMER EXPERIENCES SECOND FALL IN WEEK.

Snow commenced to fall at Hanmer about 7.30 to-day. At 9 a.m. there was half an inch on the ground and snow was falling very heavily. There was no promise of the weather clearing. This is the second snowstorm experienced at Hanmer within a week, a fall of four to six inches having been recorded on Tuesday last.

THREE INCHES OF SNOW FALL AT ARTHUR'S PASS.

Three inches of snow were recorded at Arthur’s Pass to-day. Snow commenced to fall at 9 o’clock last night, and continued, with intermissions, all night. There was no sign of an improvement at midday to-day.

COLDEST DAY OF THE WINTER IN TIMARU.

Timaru escaped the snow but there were falls of sleet and the weather was bitterly cold. A heavy south-west wind was blowing and the day was described as the coldest this winter.

BANKS PENINSULA HAS A HEAVY FALL. The snowfall was heavy on Banks Peninsula At the Hilltop there was about a foot of snow, but it was possible for the service cars to get through.
