WANT TO PLACE N.Z. IN WINTER ZONE.
DOMINION DELEGATES PROTEST AT CONFERENCE (United Press Assn.—By Electric Telegraph—Copyright.) (Received June 27, 9.35 a.m.) LONDON, June 26. The Australian and New Zealand delegates at the Loadline Conference are perturbed because foreign delegates on the Zone Committee are desirous of placing sections of the Australian and New Zealand coasts within the summer and winter zones, causing confusion throughout Australian and New Zealand shipping and also resulting in losses to those parts within the winter zone. Australia is safeguarded, even if the conference constitution provides for enforcement of a separate Shipping Act, but New Zealand would be obliged to concur if Britain agrees, because she is unable to pass a separate Shipping Act without the Imperial Parliament’s consent. Thus far it is understood that the British delegates favour the foreigners’ proposals and therefore the Australian and New Zealand delegates are holding up the Zone Committee, hoping to obtain reconsideration of the zoning proposals before submission to the general committee for final ratification.
