RUSSIA TO RELEASE 18,000 PRISONERS. (United Press Assn.—By Electric Telegraph—Copyrigh t.) (Received January 21, 12 30 p.m.) SHANGHAI, January 20. Consular investigations along the western section of the Chinese Eastern Railway reveal that the region suffered terribly from the burning and looting of Chinese troops, who fled before the Russian advance in November. The railway is now functioning despite the damage to the road bed. Eighteen thousand Chinese prisoners, w;ho are held* by the Russians at Mancliuli, are being released and are being sent back to Alanchuria, where batches of Chinese residents who have been released from detention in Russia, continue to arrive.
