FEDERAL CONFERENCE OPENS IN SYDNEY.

SYDNEY, December 17. The compulsory conference called by the Federal Government, was presided over by Judge Beeby of the Federal Arbitration Court. He announced that the Commonwealth Government had submitted certain proposals for the immediate opening of the mines, and the court would commence hearing evidence of the dispute not later than January 22.

Substantially, the proposals are: The mines to be opened as expeditiously as possible on the wages and conditions prevailing before the mines closed.

The selling price of coal to be reduced 4s a ton, such reduction to be met by Is a ton temporary Federal subsidy, Is a ton by the owners, 2s a ton by the New South Wales Government by means of reductions of rail and wharf charges. The conference adjourned till tomorrow to enable the delegates to consider the proposals.
