The Ministry has asked the Legislative Assembly to pass an urgent measure, namely, the Explosive Substance* Bill, which will make it difficult for criminals to obtain explosives and provides for the imposition of heavy penalties for the possession of explosives, except for legitimate industrial purposes
One of the main clauses of the Explosive Substances Bill, which has besn introduced as' an urgent measure, provides for fifteen years’ gaol for any person unlawfully causing an explosion likely to endanger life or cause serious injury to property.
