PERSIANS HOLD HURLEY BACK.
WILL NOT RELEASE ’PLANE FROM ARREST.

Captain Frank Hurley is still awaiting a permit to release his aeroplane from arrest and allow the departure. He says that local officials are fearful of the higher authorities and will not act without orders from Teheran. H is a ridiculous position, causing exas perating delay. Since the expiration of the Capitulation Treaty British prestige is diminishing, and British residents are not subject to Persian law. A state of false security exists. Moscow has secured important trade concessions and a direct aerial service between Teheran and Moscow.—United Service. ______________
