MORE INFORMATION LEAKS OUT IN PARIS.
PLAN Z. CAUSES SENSATION IN FRANCE. (United Press Assn.—By Electric Telegraph.—Copyright.) LONDON, Octber 1. Yet another instance of “French official circles’ inspired and systematic leakages of information, such as those connected with the Anglo-French compromise,” is, revealed by the Paris correspondent of the “Manchester Guardian.” who says:— “The leakage, as designed, created a public sensation. It is in connection with a general staff secret document known as Plan Z, containing arrangements for the defence of Paris in case of a popular rising. The so-called defence in the plan resembles rather ah abandonment of Paris on the grounds of insufficiency of armed forces. It provides for a concentration of soldiery and the Republican Crhard around the public offices, while the rest of the city is left to the mercy of the mob. “The newspapers reveal that certain high military officials oppose Plan Z, favouring rather a strong military* garrison in barracks within the city.”— United Service.
