RICCARTON BOROUGH WILL RAISE NEW LOAN.

A meeting last night of the Ricearton Borough Council was attended by the Mayor (Mr K. Manhire), and Messrs R. G. Malcolmson, T. M. Ford, H. Gudsell, H. Telford, J. F. Peters and L. W. Ormandy. The town clerk was directed to make arrangements for the new electricity loan on a ten-years’ term, with interest at 5J per cent and sinking fund at 3 per cent. None of the expenses of raising loan or interest and sinking fund are to be paid out of the loan. It was stated that the loan would not mean an increase in rates. The following resolution, moved by Councillor Ford, was carried:—That quotations be submitted to the respective committees for all goods required to be purchased exceeding £5 in value in any period between committee meetings, save in cases of extreme urgency, when the quotations can then be submitted at the next meeting following the purchase of the goods. The By-laws Committee's report, which was adopted, recommended that notice be given to property owners to affix numbers to houses and shops at present Unnumbered, and that, in the: event of their failing to do so, the council affix aluminium numbers at a charge of Is each to the owners; and that authority be given to the inspector .to arrange with the electrical engineer for assistance in working the traffic trap on Riccarton Road. The report of the Works Committee recommended that the type of traffic dome at present in use in the city be adopted for the borough; ‘that the town clerk be directed to write to the Health Department stating that Semple Sf-peet w.g,s a private street and that the council could therefore do nothing in the matter of forming and maintaining the street; and that the Works Department staff be paid for the .time allowed off to witness the ar rival of the Southern Cross aeroplane. The report was adopted.
